CARDSN has been implementing different programs like Resilient Livelihood, DRR, GENDER, PHP and housing under the Nepal Earthquake Recovery and Reconstruction Program in Tadi Rural Municpality, Kharanitar and Dupcheswor Rural Municipality Shikerbesi. Through the program of CARDSN/OXFAM has planned to assist disaster affected communities in three main themes: Housing, Resilient Livelihood as well as Water, Hygiene and Sanitation. CARDSN after being selected as a local partner in these areas has been working together in close coordination with OXFAM to complete its ongoing activities and learning on new program implementation the OXFAM way.
Housing activities which covered the earthquake resilient permanent houses for 71 household mainstreamed with livelihood and WASH facility. The establishment of CSEB production, temporary ware house at settlement site and site clearance, leveling, stone breaking are at settlement site under the shelter.Housing is the major activities that are going on at this year. For this year we had plan for 93 HH’s and 24 are under construction. Which, 47 are constructing at Kharanitar Budune Tadi Rural Municipality and 46 are constructing at Shikerbesi -7 Dupcheshwor Rural Municipality. The main objective of this guideline is to promote and facilitate earthquake-resistant construction practices in Nepal and passively supporting highly vulnerable group on the community by constructing individual household to the displaced beneficiary.In housing part , we are going to product CSEB production, temporary ware house at settlement site and site clearance, leveling stone breaking at settlement site under the shelter.22 HH’s construction work is completed in Budune Settlement-3 ,Kharanitar. Coloring work is almost completed. WASH construction is going rapidly. 8 no of beneficiary are shifted to our settlement area. Similarly, remaining households will be shifted after the completion of Wash facilities and coloring. Also, the construction of remaining two households out of 24 household is going smoothly. The procurement of the materials of 49 Households is ongoing.
The orientation of the stakeholders of the Dupcheswor Rural Municipality is completed. They are happy for land leveling, road ways linking and other necessary support to be provided from Rural Municipality. Similarly, tentative date is finalized to form user committee.
- Water, Sanitation and Hygiene
WASH activities such as awareness program on Hygiene session, construction/rehabilitation of resilient water supply system, child gender friendly toilet at school, Pre and Post construction training to Water user committee have been implemented for sustainability water sources .We also have session on water quality test of WSSS supported in communities and integrated settlement. We are going to organize training on Water safety plan training, village maintenance worker, Organic waste composting, Community orientation on waste water management and organic waste management. We are going support to compost bin to Integrated household. In other wash activities we also support on ODF declaration to Municipality /rural municipality and we conduct triggering through W/R/RMM – wash –CC in coordination with FCHVS and other local champions. We are going to organize hygiene promotion program in communities through FCHVs and WASH volunteers, child club formation, Support to celebrate event day and promote waste water management in household level, improved cooking stove and kitchen gardening.
- Resilient Livelihood
We are going to organize income generation and business plan support to groups in the internally displaced community, aware on development of permaculture model , construction of irrigation cannel and agriculture collection centers. We also support to produce environment friendly alternative construction materials including trainings and cash for work program a t the community. We also work on develop financial product for cooperatives /groups to support income generation and risk reduction plan. We are going to support on cooperatives and groups for marketing of product (tools and equipment support) and vocational skill training (house wiring junior plumbing carpentry, strengthening, financial management, loan management and monitoring of cooperatives.
From three years long experience of working in the field of earthquake affected areas, Oxfam and partners realized the need to work on the issues of citizenship and legal documents as community people specifically women and people from disadvantaged groups had no access to legal documents including citizenship and many had lost their legal documents during mega earthquake due to which they have not been able to access the government grant and many other services. To empower community people and assisting those to increase their access to legal documents have become most challenging. Hence, Gender and Protection Standalone activities are designed to empower the community people and assist them in claiming their rights, speaking against violence and inequality and increasing their access to decision making. This year too, formation of ReFLECT Circles and conducting sessions on weekly basis is replicated where different community issues will be taken as the subject of discussion of sessions. Besides, different Campaigns on men engagement in gender issues, on citizenship and vital registration will be carried out along with ENOUGH Campaign.
After the earthquake occurred on March 2015, it has destroyed not only households, but also damaged the most of infrastructure in Nuwakot district. Many people in community were vulnerable with landslide and others. Since this time, Oxfam/CARDSN program has launched many programs under the disaster risk reduction implementing in Four R/Municipality i.e Dupcheswor,Tadi, Suryagadi, and Kispang. DPRP, Monsoon preparedness, LDCRP at municipality and ward level DRM Plan are major activities under the DRR to return in normal livelihood.
- MEAL (Monitoring, Evaluation, Accountability and Learning )
MEAL as a whole is monitoring, evaluation, accountability and learning and meeting the targeted goals. In MEAL activities we are organized inception meeting for program induction at current working areas. Another MEAL activities like monitoring visit by stakeholders and Board Member Visit. For transparency and Accountability we are going organize Public Hearing and installation of Transparency Board at our working areas. At the end of the program we also have exit program under MEAL.
